Abstract
This study was conducted to assess the current situation of social housing development for low-income people in some urban areas in Binh Dinh Province based on data collection from government agencies and data field survey. The study shows that: Social housing development in some urban areas of Binh Dinh province from 2009 to 2019 has solved the problem of housing for 1,876 low-income households. The supply of social housing for people who have low-income have a positive change. The target of social housing for low-income communities in the period of 2018-2020 increased by 12.55 times compared with the period of 2013-2015. The social housing projects for low-income people concentrated mainly on in Quy Nhon city, which shows that the investment have had focus and priority. The province committee has encouraged private enterprises to invest in building social houses. However, many social housing projects for low-income people are not on time or not implemented. Beneficiaries have not approached the right of low-income people who have demand for housing. In fact, In Quy Nhon city, there has been more and more transferred social housing illegally, not only that, the quality of some buildings are not guaranteed and the management of social houses has not achieved high effect. This study proposes a number of solutions to increase the effectiveness of access to social housing for low-income people in Binh Dinh province.
