Abstract
This study supplements information and analyzes the impact of the Payment for Forest Environmental Services (PFES) policy on the role and livelihoods of women in the A Luoi hydropower basin, Thừa Thiên Hue province. Using qualitative methods including interviews with 66 households, group discussions, and in-depth interviews, the study identifies three main findings: (1) There is a disparity between men and women in participation and awareness of PFES. Women have fewer opportunities to participate and are concerned about safety, reflecting cultural barriers and a lack of opportunities for women in forest protection and PFES. (2) Women's decision-making power and financial benefits in PFES remain limited. Men usually hold power and control, leading to gender inequality in asset management and decision-making within households. (3) Women's participation in some aspects of PFES has increased, but further encouragement and facilitation are needed. The study offers policy and practical recommendations to enhance the role and voice of women in forest governance and natural resource conservation. A gender-sensitive approach in PFES is necessary to empower and bring practical benefits to women.
