Nowadays, the COVID-19 pandemic is almost under control in Vietnam, but the consequences for the community's life, economy, and culture are not minor. Particularly, migrant workers returning to their localities are the most vulnerable group due to the impact of the COVID-19 pandemic. Research focuses on assessing the effects of the COVID-19 pandemic on the employment and income of migrant workers through a survey of 298 households with migrant workers returning to their localities in six seaside communes in Thua Thien Hue province. Research results show that the number of migrant workers returning to Thua Thien Hue province is 25,160. The number of migrant workers returning to seaside communes accounts for over 35%. Research results showed that up to 26,5% of returning migrant workers lost their employment by 33,3% and lost their incomes by 50-75%. Unemployment, loss of income, and lack of information about the ability to manage the epidemic have created anxiety and deadlock for them. Research suggests solutions for governments and migrant workers to have a safe life and minimize livelihood vulnerabilities for migrant workers under the impact of the COVID-19 pandemic.
