Abstract
A modern land information system with a complete cadastral database for operating and sharing land information in the most effective way is very neccessary to complete and modernize the land management system of each country. However, as one of the first unit which built cadastral database, so the database of District 6 - Ho Chi Minh City is quite limited in terms of building process, content and especially data structure. This database does not comply with the current regulations of MONRE and not synchronized with cadastral database of other localities. These limitations led to many difficulties in operating cadastral database at District 6, especially in the process of synchronizing cadastral databases between levels. The study has used C#.Net programming language in building tool to convert the structure of cadastral attribute data and successfully tested in converting cadastral attribute database for one ward of District 6 (case study in Ward 9) from existing structure to the new one in accordance with the current regulation at Circular No. 75/2015/TT-BTNMT of MONRE. The results have facilitated the process of synchronizing cadastral data structure between District 6 and Ho Chi Minh City with other localities. This will help Ho Chi Minh City successfully build a centralized cadastral database and meet the requirements of e-government system which is being implemented there. At the same time, it is also in line with MONRE's strategy in improving the national land database and strengthening the capacity of natural resources and environment management of Viet Nam in the near future.
